All telephone numbers have seven digits. Area codes begin with a "0" followed by a three-digit number. Use the zero only for long-distance calls from other parts of Venezuela, not for calls from other countries. A "0412" or "0414"or "0416" code designates a mobile phone number. To call a Venezuelan number from another country, dial the international access code, the country code of 58, and then the area code. Be prepared for frequent busy signals.

Public pay phones accept phone cards, starting in denominations of 5 bolívares fuertes at kiosks and newsstands marked tarjeta inteligente (smart card). To speak with a local directory assistance operator, dial 113.
